Are you considering expanding your living space or generating additional rental income? Halifax has made it easier than ever to build secondary suites and backyard suites, thanks to updated zoning rules. Whether you're a homeowner planning for multigenerational living or an investor looking to boost your property value, here’s what you need to know.
These aren’t just spare rooms—they're fully independent, self-contained living units.
Located within your main home (e.g. basement apartments or in-law suites)
Must include a separate entrance, kitchen, bathroom, and living area
Detached buildings located in your yard
Examples include granny flats, carriage houses, or tiny homes
Ideal for rental income or housing extended family
Both types of suites can increase your property value, provide flexible living arrangements, and help ease Halifax’s housing crunch.
As of September 1, 2020, no special exemption or rezoning is required to build a suite in most residential zones across Halifax Regional Municipality (HRM).
Secondary and backyard suites are now permitted in most residential areas
You only need a standard construction permit
Applies to homes zoned for single-detached, duplex, semi-detached, or townhouse use
In Halifax Peninsula and Downtown Dartmouth:
Maximum floor area for suites: 90 m²
Maximum building footprint for backyard suites: 60 m²
These updates mean more homeowners can now build legally, safely, and affordably.
The numbers speak for themselves. As of early 2023:
Total Permits Issued: 398
Secondary Suites: 269
Backyard Suites: 129
Regional Centre Plan Area: 26% of all permits
Halifax Plan Area: 17%
Expect these numbers to grow as awareness and support increase.
Want help covering construction costs? Halifax has introduced incentive programs aimed at expanding affordable housing through secondary and backyard suites.
Financial support for eligible homeowners
Potential loan forgiveness for offering affordable rent
Must meet tenant eligibility standards
This is a win-win: build a legal suite, help solve the housing crisis, and save money doing it.
Getting the right permits is crucial for legal and insurable construction.
